You can buy equipment that will tell you, but other than that, you just have to eye ball it and trust the dev. The human eye can perceive changes in frame rate, but you won't be able to definitively say "Oh, now it's running at 46.7 frames per second". I can usually tell when a game is running at 60FPS VS 30FPS and when the framerate changes, but it's somewhat of an acquired 'talent', I guess.
